Support to Vocational Education and Training (VET) in the Republic of Kazakhstan

Team Leader

CfBT plans to tender for the above EC service contract to provide technical assistance to support policy development and capacity building in vocational education and training. The project will involve all levels of the system, such as the national policy-making, regional development planning, local vocational schools and the social partner platforms. Based on the ‘National Programme for VET Development (NPVETD) 2008-2011 and other related national and donor-funded initiatives in the sector, the project will, amongst other things, help the government to develop the national VET strategy for 2012-2020. Activities will be split into two main components: strategic development and VET development in the regions (oblasts).

The provisional contract start date is May 2010, for 40 months.

The successful expert will meet the following criteria:

Qualifications and skills required:

  • Postgraduate degree in Education (general or VET);
  • Fluency in written and spoken English;
  • Excellent communication and analytical skills;
  • CIS country experience would be considered an advantage (Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, Uzbekistan).

General professional experience required:

  • At least 15 years’ professional experience in education;
  • At least 5 years’ experience as a Team Leader/Project Manager on EU-funded programmes;
  • International project experience.

Specific professional experience required:

  • Senior post at national policy-making level;
  • Strategy development;
  • Institution building;
  • Capacity building.
