Women in the Labour Market – Republic of Croatia

Team Leader/Labour Market Expert

CfBT has been short-listed for the above named European Commission (EC) service contract. The overall objective of this contract is to increase the employability of disadvantaged groups of women and assist their access to the labour market. The end beneficiaries will be unemployed women over forty years old, women who have been unemployed for more than one year, inactive women and unemployed women belonging to national minorities, with a focus on Roma communities. The project expects to achieve the following overall results:

  • Put in place and promote gender-sensitive and tailor-made active labour market measures targeting disadvantaged groups of women, on a regional and national level;
  • Introduce a new approach based on the mutual cooperation between the Croatian Employment Service (CES) and the Social Welfare Centres (SWCs) in delivering services targeted at disadvantaged groups of women.

These results will be accomplished through the following activities:

  • Conduct comprehensive analysis of the position of women in the Croatian labour market, with the emphasis on disadvantaged groups such as unemployed women over forty years old, women who have been unemployed for more than one year, inactive women and unemployed women belonging to national minorities, with a focus on Roma communities;
  • Evaluate results of active labour market measures implemented by various institutions and stakeholders, targeting disadvantaged groups of women in the labour market;
  • Develop a best practice handbook on implementation of active labour market measures, accompanied by a short documentary film;
  • Train public administration employees and representatives of the civil society sector in gender mainstreaming implementation in labour market policies, and in the design, implementation and evaluation of the active labour market measures targeting disadvantaged groups of women in the labour market;
  • Develop new sets of active labour market measures targeting disadvantaged groups of women in the labour market;
  • Develop the proposal for the new working methods for the CES and SWCs, targeting disadvantaged groups of women in the labour market;
  • Train the employees of the CES and SWCs in the provision of new working methods targeting disadvantaged groups of women in the labour market.

The contract is due to start in June 2010, for 18 months. The Team Leader/Labour Market Expert’s input will be approximately 270 days over 18 months. She/He will be based in Zagreb, travelling extensively throughout Croatia.

Qualifications and skills required:

  • University degree;
  • Fluency in written and spoken English;
  • Computer literacy.

General professional experience required:

  • At least 10 years’ professional experience in the labour market sector;
  • At least 4 years’ experience as a Team Leader managing EU-funded projects.

Specific professional experience required:

  • Experience in designing labour market services for disadvantaged groups;
  • Experience in capacity building for public employment services.
