Technical assistance to strengthen
the capacity of the Botswana Ministry of Education and Skills
Development
HRD Planning Specialist (minimum of 580 working days)
CfBT has been invited to
tender for this EC service contract, which will provide support to
the Ministry of Education and Skills Development (MoESD), over a
3-year period, to improve the quality and efficiency of education
and to improve the alignment of national human resource development
(HRD) and planning. The project aims to enhance employability and
economic benefits of its citizens consonant with the aims of Vision
2016 and of the 10th National Development Plan
(NDP10).
Technical assistance will focus on:
- Improving the MoESD’s policy and strategic
planning and operational oversight;
- Supporting the operations of the National HRD
Advisory Council;
- Assisting in the development/establishment of
a national qualifications framework (NQF).
The provisional contract
start date is August 2010, for 36 months. The HRD Planning
Specialist will carry out a minimum of 580 working days, over a
period of 36 months.
The location of the work will be Gaborone,
with possible visits to other areas of Botswana.
Tasks to be carried out by the expert:
- Assist the Human Resources Development
Advisory Council (HRDAC) to strengthen its institutional
framework;
- Assist the HRDAC to implement the National
Human Resource Development Strategy (NHRDS);
- Assist the HRDAC to strengthen its engagement
with stakeholders;
- Coordination, communication and
reporting.
The successful expert will have the following:
Qualifications and skills
- University degree or
equivalent in HRD Planning or related field or equivalent
professional experience in the fields of HRD planning (6 years in
addition to the minimum required general professional
experience);
- Excellent communication
skills;
- Excellent report and
proposal writing skills (English);
- Computer literacy;
- Excellent written and
spoken English.
General professional experience
- At least 10 years’ relevant professional
experience;
- Practical experience of undertaking
consultancy work internationally;
- Training and/or mentoring experience would be
an asset.
- Experience working in southern Africa would
be an asset.
Specific professional experience
- Significant practical
experience of coordinating/managing and implementing HRD
initiatives within a public sector environment (Ministry/Local
Authority/Council) or at a senior corporate level;
- Experience in developing
HRD sector/national plans in accordance with labour market needs
would be a considerable asset;
- Knowledge of the HRD
issues in the Southern African region would be an asset;
- Knowledge of EU
implementation procedures would be considered an asset.
