Employment Measures Specialist
CfBT intends to bid for
the above named European Commission (EC) service contract. This
contract aims to provide technical assistance on improving the
existing capacity to design, develop and implement policies to
attract and retain more people in employment particularly by
increasing labour participation of women. This will be realised by
designing local strategies for increasing the promotion of women’s
employment and developing a model; producing labour market analysis
and identifying employment opportunities accessible to women’s
target groups; enhancing career information, vocational guidance
and counseling services adapted to women of the target groups;
promoting networking between granted projects and participating
women of the target groups. The consultant will also be responsible
for undertaking activities regarding the dissemination of the
results of the grant scheme, which is planned to be launched in
parallel with this service contract.
The contract is due to start in June
2010, total duration of 21 months.
The successful applicant will have the
following:
Qualifications and skills:
- University degree in social studies, human
resources or an equivalent field.
- Post-graduate degree in labour economics,
employment policies or related subjects would be an asset.
- Fluency in written and spoken English.
- Computer literacy.
General professional skills:
- At least 10 years’
professional experience on human resources, employment and/or
social sector issues.
- At least 5 years’ work experience in the
field of employment, economic or social development.
- Relevant experience in designing and/or
managing employment policies, measures or programme in a managerial
position.
- Relevant experience in grant scheme
management.
Specific professional experience:
- Experience of
international projects, at least one of which should be related to
human resources development (HRD).
- Experience in delivering
training on women’s employment.
- Experience of organising
international conferences would be an asset.
- Experience of organising
study visits would be an asset.

Regulations, all consultants who wish to be put forward as a Key
Expert for an EC contract tender must provide documentary evidence
(employer certificates or references) for all previous
employment assignments listed in their CV. If this cannot be
provided a statement explaining why documentary proof of
assignments cannot be obtained can be submitted.
