Development Stage Units
From the 1st April 2004 NPQH became a mandatory qualification in
England, which must be held by all headteachers appointed to their
first headship. The National College of School Leadership (NCSL)
has been running the programme from 2001 with approximately 5,000
participants starting the programme annually.
The programme can take between 6 to 15 months to complete and
includes:
- Online learning
- Supported self-study
- Face to face events
- Visits to other schools
There are currently two routes through NPQH:
- Standard Route – starts with the12 month Development Stage
- Accelerated Route – contains a reduced version of the
Development Stage and then moves into the Final Stage and takes
about 5 months to complete.
Between 2005 and 2006 CfBT was awarded the contract to
update the NPQH Development Stage study unit materials. With a
large team of expert writers, CfBT updated and rewrote the study
materials and provided a supplement update to work alongside the
units.
The Development Stage study unit titles are:

- Understanding the Characteristics of Good Teaching and
Effective Learning
- Securing Good Teaching and Learning
- Meeting the Needs of all Pupils
- School Self-Review
- Working with Stakeholders
- Leading and Managing Teams
- Collaboration and Community Leadership
- Continuing Professional Development
- Financial Management, Monitoring and Accountability
- Managing Resources, Staff and Accommodation
- Recruitment, Selection and Induction of Staff
- Health, Welfare and Safety
