The quality of an education system cannot exceed the quality of its teachers according to this new study.  The report draws upon research undertaken in thirteen developing countries about the human resource aspects of quality education and in particular the role of teachers.  It argues that improvements to teacher management systems are central to the achievement of the 2015 Education For All goals.

Researchers identified a number of key factors that are essential for the quality of teaching and learning to be improved:

• The role of headteachers is crucial and the introduction of management training for school leaders should be prioritised.
• The biggest investment of funds and human resources should always be in teachers
• The quality of teacher training dictates the quality of teaching.   Changes to pre-service teachers training to cut costs and meet the demand for 18 million new teachers are damaging the quality of teaching and learning.
• Teacher management and training systems need to address gender and inclusion.
