Purpose of the Procedure

  • To make sure that at least once a year all statemented pupils, LEA, include and all other relevant professionals involved monitor and evaluate the continued effectiveness and relevance of provision set out in the statement. (DfES)
  • The termly plans and ILPs for the student should be based around needs outlined in the statement.

Who Should Apply the Procedure and When

  • Reviews should be organised and run by the Project managers.
  • Operations managers should ensure that these reviews take place.
  • It is a statutory requirement that all statemented pupils have an annual review of the statement and a transition review in Year 9.
  • Statements may recommend for more frequent reviews.
  • Additional reviews should take place when a student’s needs are known to change rapidly or there is disagreement between parents and professionals.

Performance Standards

  • All statements to be reviewed when appropriate (at least annually).
  • All Year 9 statemented pupils to have a transition review.
  • Copies of statements and updates to be kept in student files.
  • Project/Operations Managers to keep a record of all statement reviews.

The Procedure

  • In theory all new referrals should come with up to date statements naming include as their placement.
  • Statements should be included in the referral paperwork, with a date of the review.
  • The PjM should note the date and plan for the review.
  • Annual Reviews take place in four parts
  1. Collection and collation of information.
  2. Annual Review Meeting
  3. Project Manager’s report
  4. LEA reviews statement and makes amendments.

1. Collection and collation of information.

  • At least three weeks before the review the PjM should write to the parents/carer, LEA representative (agreed locally), LEA Educational Psychologist, DCO, Connexions and any other professional involved (social workers, health workers, YOT, drugs workers etc.) to inform them of the review and asking for written reports.
  • PjM holds tutorial with student to review placement and existing statement.
  • PjM gathers information from all parties and distributes before the review takes place.
  • All collection of information to follow the identified procedures.

2. Annual Review Meeting

  • include PjM, should chair the meeting.
  • Minutes to be taken by a second nominated person.
  • The chairperson should ensure that the environment remains positive.
  • Introductions and settling in. The student and carer may feel intimidated in a room full of professionals.
  • Reading through of reports
    • The pupil’s views
    • The carer’s views
    • The pupil’s overall progress since the last review
    • The pupil’s progress towards meeting objectives set out in the statement.
    • Success the pupil has achieved.
    • The pupil’s current levels of attainment in literacy and mathematics.
    • Comments on any continuing difficulties and noting successful strategies.
    • Any significant changes in the pupil’s circumstances.
    • Any changes in the pupil’s special educational needs.
    • Any changes in requirements for equipment, aids and access.
  • Recommendations should be recorded with reasons;
    • All views expressed should be recorded.
    • Have the pupil’s needs changed?
    • If further action is required then also include by whom.
    • Should the statement be amended, if so, why and how.
    • Is the current placement appropriate?

3. The Project Manager’s Report

  • The Project Manager should prepare a report of the meeting and set out the recommendations.
  • The report should reflect the consensus view but also include any dissent.
  • The report must be completed and returned to the LEA no later than 10 days after the meeting or the end of that term.
  • The report must also be copied to parents and all relevant, concerned parties.

4. LEA reviews statement and makes amendments

  • The LEA will review the statement in light of the report.
  • They may decide to maintain, amend, cease to maintain or ask for a complete new assessment.
  • The LEA must write to parents with copies sent to include informing them of any decisions taken with reasons.
  • The LEA should offer to meet with parents if necessary to discus their decision.
